Coastal Management Services


CoastSafe is the intelligence and strategic national coastal safety management service of SLSA which gathers data on allPort Douglas Beach ariel beaches around Australia and establishes systems, and programs to deliver a safer aquatic environment.  CoastSafe offers services to all levels of government, coastal management agencies and groups, private developers and tourism operators to reduce the risk of injury or death and protect the reputation of Australia's coastal lifestyle and the significant economic value this brings to our nation.

CoastSafe includes the integration of programs, resources, experts, best practices and guidelines, each of which are considered a valuable risk management tool, to form a holistic coastal safety solution.  The core components include:

  • Australian Beach Safety and Management Program - a web-based database containing data and images of more than 11,700 beaches
  • Australian Coastal Public Safety Guidelines
  • Coastal risk assessments
  • Coastal risk assessor training program
  • Lifesaving Service Level Calculator
  • Incident Reporting Database

Where appropriate, these components are underpinned by relevant Australian and international standards such as signage and risk management.

Coastal Risk Management

Risk management involves the process of establishing the context, risk identification, risk analysis, risk evaluation, risk treatment, monitoring and reviewing and communication and consultation to people or an organisation.

Risk management has a primary focus of maximising potential opportunities and minimising mitigating losses by implementing a systematic process that provides greater insight into risks and their impact.  In the coastal context risks can be defined as 'the possibility of events or activities having an adverse effect on the safety of users of coastal environments including beaches and waters.

Risk management is also driven by legislative requirements, common law precedents and coronial inquests.

It is the responsibility of those coastal organisations, agencies and authorities with jurisdiction over coast areas, including beaches, to minimise and/or identify the risks of injury or death by drowning.  The responsibility may not be sufficiently satisified by installing signs or providing safety equipment.

The provision of coastal risk assessment and auditing has proven a popular and necessary service offered by SLSA.  The assessments include the use of spatial data, the ABSAMP beach classification system and research, best practice signage guidelines, plus results from extensive on-site assessment of the designated coastal zone using professional auditors. SLSA offers risk assessments to local and State governments, resort operators, private development contractors and organisations around the world.  These risk assessments provide a comprehensive assessment and identification of the risks to public safety and detailed recommendations on how to manage those risks.

 

A detailed Coastal Risk Assessment report includes:

  • Identification of acquatic risks e.g. sub-surface reefs, channels and rips, tidal impacts
  • Risk mitigation strategies & remedies for identified threats to public safety
  • Access signage requirements relating to warnings, regulations and lifesaving services according to identified hazards
  • Individual production specifications and siting of each sign
  • Recommendations for the removal of unnecessary and non-standard signage
  • Recommendations on the necessary lifesaving services including personnel training, coverage, communications and rescue equipment and emergency back-up
  • Recommendations on placement of access tracks, carparks and infrastructure

The risk assessments reference a range of Australian Standards, industry best practice, benchmarking standards and guidelines such as the Australian Coastal Public Safety Guidelines and the National Aquatic and Recreational Signage Style Guide.

Safety Audits

SLSA also provides methodical review and verification of services already in place such as safety signs and lifesaving services.  The Safety Signage Audit will provide a comprehensive review of the safety signs against Australian and overseas standards and best practice guidelines. 

Lifesaving Service Level Calculator

The Lifesaving Service Level Calculator has been developed by SLSA to assist local governments, land managers and aquatic operators to determine the best practice lifesaving service levels.  The service levels for a particular beach and/or aquatic location can be calculated over a twelve month or specific period of time, taking into account the following criteria when determining service levels.

  • ABSAMP Beach Hazard Ratings
  • Visitation Levels
  • Frequency of Use
  • Residency of Visitors
  • Incident History
  • Remoteness of Location
